人員、機械設備應根據施工方案組合工期要求進行合理的配置。路堤填筑區為一個完整的作業區，每個作業區人員配置：施工隊長1名，領工員2名，指揮卸土位置人員2名，測量及試驗檢測人員4～6人，其他機械工、普工20～30人。

根據施工需要，每個作業面配備反鏟挖掘機一臺、宣化-140推土機一臺、YZ-22振動壓路機兩臺、天工-160平地機一臺，徐工-230灰土拌和機，自卸運輸車6輛，撒水車一臺備用。當運距較遠時，自卸車的數量可適當增加。
